Understanding Home Care and how it’s changing
Home Care is government-subsidised support that helps older Australians continue living independently in their own homes.
Whether it’s a bit of extra help with getting the groceries home and packed away, nursing care to manage a health concern, or someone to mow the lawn – home care provides a wide array of services, all tailored to suit you.
The Australian Government has changed in-home care to make it easier for you to access services and manage funding for your care.
The Support at Home program began on 1 November, 2025. It will replace the Home Care Packages (HCP) Program and Short-Term Restorative Care (STRC) Program. Support at Home is part of the new Aged Care Act, which puts the rights of older people first.
How do I get access to government support for Home Care?

Step 1.
Register an ACAS assessment
To register, call the government service, My Aged Care service on 1800 200 422 or visit them online at www.myagedcare.gov.au.

Step 2.
Be assessed
A My Aged Care assessor from the Single Assessment Service (SAS) will either discuss your situation over the phone or come to your home to assess the level of assistance you need.

Step 3.
Wait for funding
Support at Home funding can take several months to be allocated and the waiting period is different for everyone. Baptcare can still support you with privately funded services during this time. Call 13 22 78 to discuss your options.

Step 4.
Choose a Provider
Once your home care funding comes through, you will receive a letter saying that your classification has been assigned. Now you can choose a provider such as Baptcare.

Choose how to use your funding
Now you can decide how you would like to use your home care funding.

What kind of support or care is available?
Everyone’s routine and lifestyle at home look different – and your personalised care plan is designed to reflect this.
Your Care Facilitator will work with you on a care plan that suits your individual needs, goals, and budget. This might include several different services that involve a multi-skilled care team, such as physiotherapists, registered nurses, or gardeners.
Other recommended services might include:
- Nursing, Allied Health Professionals, and other clinical services in your own home
- Personal care including washing and dressing
- Housekeeping, such as cleaning and grocery shopping
- Meal preparation
- Home modifications to support your mobility
- Transportation and assistance getting out and about in your community
- Social support.

If you have a home care package with another provider you can transfer to Baptcare at anytime. Call the team at Baptcare on 13 22 78 to discuss your options. We’ll talk you through the steps and answer any questions you may have.

Our personal care workers have a Certificate III in Home and Community Care or a Certificate III in Aged Care. Our care workers are required to have a current police check. They must also hold an Australian drivers licence, and first aid training. They also receive on-going training and regular performance reviews to ensure your care needs are met.
If your care worker is driving you to a an appointment, we require that their car is roadworthy and insured.
Our home care packages are usually delivered by people employed directly by Baptcare. If that’s not possible we have local partners who meet our quality and accreditation requirements deliver services for your home care package.

Where possible we’ll provide you with support services and care in your preferred language.

The income-tested care fee is an extra contribution that some people pay. This fee is determined by your Centrelink aged care assessment, and it’s different for everyone. The fee is based on your individual income, including your pension. Full pensioners do not pay an income-tested care fee.

The basic daily fee is set by the government at a percentage of the single basic age pension. This fee varies depending on your Home Care Package level. Baptcare does not charge the basic daily fee.

The cost of a Home Care Package is based on:
- how much the Australian Government pays (the subsidy)
- how much you may need to pay (Home Care fees payable by you, such as the income tested care fee).
The subsidy the Australian Government pays varies according to the level of Home Care Package you receive. This amount is paid to Baptcare as your Home Care Provider.
As part of your Home Care Package services, you may be expected to contribute to the cost of your care and services if they exceed your individual budget. You can find out more by calling Baptcare on 13 22 78.
